Dhaliwal Releases Terms Of Reference For Chief Federal Representative

OTTAWA -- Herb Dhaliwal, Minister of Fisheries and Oceans, today released the
Terms of Reference that will guide the Chief Federal Representative in his
discussions regarding the implementation of the Marshall decision as it
pertains to East Coast fisheries.
Mr. James MacKenzie was appointed as Chief Federal Representative by Minister
Dhaliwal on October 15, 1999. Over the next five months, Mr. MacKenzie will work
on behalf of the federal government to secure practical arrangements that
accommodate First NationsÂ' interests in the fishery, while ensuring its
orderly management. Since his appointment, Mr. MacKenzie has met and has had
discussions with First Nations as well as representatives of the commercial
fishing sector.
Minister Dhaliwal also announced today the appointment of Gilles Thériault,
a consultant on fisheries matters from Shediac, New Brunswick, as Assistant
Federal Representative on the Marshall file.
"As Assistant Federal Representative, Mr. Thériault will support Mr.
MacKenzie in discussions with commercial and other interests," said Mr.
Dhaliwal. "His expertise and his many years of experience dealing with
fishery issues in Atlantic Canada make him a valuable addition to the
team."
The Assistant Federal Representative will report directly to Mr. MacKenzie.
"The commercial fishing sector and others have an obvious interest in
the governmentÂ's discussions with First Nations on this matter," added
Mr. Dhaliwal. "I have committed to ensuring that their views are fully
taken into account during this process. Mr. ThĂ©riaultÂ's appointment will give
constructive effect to that commitment."
The Terms of Reference released today outline the mandates of both the
Chief Federal Representative and the Assistant Federal Representative.
