Dhaliwal Appoints Herbert Clarke To CNOPB
OTTAWA — Herbert M. Clarke has been appointed
to the Board of Directors of the Canada–Newfoundland Offshore Petroleum
Board (CNOPB) for a six-year period. The Honourable Herb Dhaliwal, Minister
of Natural Resources Canada, announced the appointment today.
“Mr. Clarke has had a distinguished career in the Newfoundland
government and in the private sector, and he will be a welcome addition
to the Board,” said Minister Dhaliwal. “I believe his leadership
and experience will be an asset to the Board in its deliberations and
decisions.”
Mr. Clarke is currently president of HMC Associates, a consulting and
investment company. His private-sector experience includes management
positions at the Aluminum Company of Canada, and he has also served as
an executive vice-president at Fisheries Products International and vice-president
of Voisey’s Bay Nickel Company. He held senior positions in the
Government of Newfoundland and Labrador from 1973 to 1987, eventually
becoming Clerk of the Executive Council and Secretary to Cabinet.
In January 1993, he was appointed by the Government of Canada as founding
Chairman of the Fisheries Resource Conservation Council and, in January
2001, he was named as independent Commissioner for the public review of
the White Rose development application. Mr. Clarke has also served on
numerous boards, including Marystown Shipyard Ltd. and the Newfoundland
and Labrador Development Commission.
A graduate of Memorial University, Mr. Clarke has a Bachelor of Arts
in education and a Bachelor of Science in mathematics. He also holds certificates
in Operations Research from Michigan University, in Business Management
from McGill University, and in Advanced Computer Systems Training from
the IBM Centre.
The CNOPB reports to the Government of Canada through the Minister of
Natural Resources, and to the Government of Newfoundland and Labrador
through the Minister of Mines and Energy. It was established under the
Canada-Newfoundland Atlantic Accord Implementation Act and the
Canada-Newfoundland Atlantic Accord Implementation Newfoundland Act.
These Acts implemented a 1985 agreement between the Government of Canada
and the Province of Newfoundland and Labrador on joint management of oil
and gas resources off Newfoundland and Labrador and the sharing of revenues.
