Ebbels Appointed To Columbia River Board
OTTAWA — Herb Dhaliwal, Minister of Natural Resources Canada, today announced the appointment of Jack Ebbels to the Columbia River Treaty Permanent Engineering Board.
"Mr. Ebbels has made significant contributions throughout his career with the Government of British Columbia," said Minister Dhaliwal. "I am confident that his experience with the province's natural resources and Aboriginal communities will be valuable to the Board."
Jack Ebbels was named deputy minister of British Columbia's Ministry of Energy and Mines in November 1998. He previously served as deputy minister of the Ministry of Aboriginal Affairs and as the province's chief counsel and negotiator on the Nisga'a Treaty negotiations. In 1986, he was appointed senior solicitor and was responsible for legal services for the ministries of Forests, Crown Lands, Parks and Aboriginal Affairs. Ebbels obtained a Bachelor of Law from the University of Saskatchewan in 1977.
The Permanent Engineering Board was established under the Columbia River Treaty, which deals with hydroelectric development on the Columbia River in Canada and the United States. The board, which has two members from each country, is responsible for reviewing development plans and operation by both countries and reporting on whether the intent of the Treaty is being met.
